Upon the evaluation of so-called “generic” factors, including human capital, infrastructure, costs, risks and environment, a research study by neoIT finds that Delhi NCR, India, is the world’s most attractive offshoring city. The next six positions in the Generic City Competitiveness Index (See Chart 3) are also occupied by other Indian cities — such as Bangalore, Hyderabad, Mumbai, Pune, Chennai and Kolkata. The research also concluded that these Indian cities will not lose their charm in the coming three to four years.
Ho Chi Minh City in Vietnam and Manila in the Philippines are the best non-Indian places for offshoring followed by Shanghai, Moscow and Guangzhou.
